The Committee on Calendars and Special Debate Rules will select the measures to be included in any Special Order of the Day Calendar. Likewise, it will establish the special rules to govern any debate, which will be in effect at the time the corresponding Committee report on those special rules is presented, and the current regulatory provisions regarding debates will be rendered ineffective at that act.
