The Commission on Labor and Labor Affairs shall have jurisdiction over all matters or legislation related to working conditions, hours and wages, labor-management relations; the training and retraining of workers; labor services and guidance; union training; unemployment and job security in general; the prevention and compensation of workplace accidents and rehabilitation due to workplace accidents; migrant workers; special laws, including those that prohibit all types of employment discrimination, and work in general.
The Commission shall also have jurisdiction over all matters related to legislation and studies concerning the operation of government retirement systems and the welfare of their beneficiaries; the legislation necessary and convenient to improve the administration of these systems, to give them vitality, strengthen them, and preserve their economic solvency, as well as all matters related to the benefits they offer, their participants, and their pensioners; proposals concerning the retirement of public employees made by the Executive Branch, the Legislative Branch, the systems themselves, and their participants, whether individually or in groups; as well as participating in the oversight of the operation and solvency of public sector retirement funds; and over any matter delegated to it by the Puerto Rico House of Representatives or its President.
