The Commission on Social Welfare, Persons with Disabilities, and Older Adults shall have jurisdiction over all matters related to the development, operation, and supervision of social welfare services for individuals, families, and communities—specifically special populations such as older adults and marginalized communities—with the purpose of implementing public policies that guarantee the services these populations require; economic assistance benefits; physical, economic, and emotional rehabilitation; nutritional assistance and food provision; housekeeping facilities; care centers; institutions for the care and rehabilitation of children with social problems; measures to combat child abuse; as well as social security systems and services aimed at improving quality of life.
Likewise, it shall have jurisdiction over all legislative matters related to the formulation of public policy in the fields of education and training, employment, self-management, economic development, housing, and health, among others. It will also address issues of discrimination, oppression, or marginalization of persons with physical, cognitive, mental, or sensory impairments that substantially limit one or more essential life activities; or those considered to have a physical, mental, or sensory impairment in accordance with the provisions of Law 238-2004, as amended, known as the “Bill of Rights for Persons with Disabilities”; or those possessing mental, cognitive, sensory, physical, or any other impairment covered by Federal Public Law No. 106-402, as amended, known as the Developmental Disabilities Assistance and Bill of Rights Act of 2000, Federal Public Law No. 93-112, as amended, known as the Rehabilitation Act of 1973, or any other future federal or state regulation enacted by federal or state law, with the aim of ensuring the full participation of this population in all spheres of social, political, economic, governmental, and cultural life; and over any matter delegated to it by the Puerto Rico House of Representatives or its President.
