Description:

The Federal Affairs and Veterans Commission shall have jurisdiction over all matters concerning the relationships between the Government of Puerto Rico, the federal government, and the states of the United States of America and their political subdivisions; intergovernmental agreements and contracts; Puerto Rico’s and the House of Representatives’ participation in intergovernmental public and private organizations; the study of plans, organization, and provision of services mandated by the “Federal Affairs Administration Act,” as well as all offices and activities of Puerto Rico government instrumentalities conducted outside Puerto Rico; the services and treatment provided by federal agencies operating on the island or having jurisdiction over the provision of such services to Puerto Rico residents, except those under the jurisdiction of the Public Funds Oversight Commission; proposals to federal or international agencies or entities for the establishment of programs or projects on the island, except those under the jurisdiction of the Public Funds Oversight Commission. The Commission will coordinate and be responsible for managing any dealings outside Puerto Rico with federal agencies, the White House, and the United States Congress related to matters under its jurisdiction.

This Commission shall have exclusive jurisdiction over legislation regarding the political relationship between Puerto Rico and the United States, and the holding of consultations, status conventions, plebiscites, and referendums on the political status of Puerto Rico.

The Commission will also evaluate legislation concerning federal or international agencies or entities for the establishment of programs or projects on the island for veterans; the legal rights of veterans, including but not limited to matters related to employment, education, labor, health, and housing; governmental or civic efforts aimed at addressing issues affecting veterans; the Office of the Veterans’ Advocate; and any matter delegated to it by the Puerto Rico House of Representatives or its President.
