The Consumer Rights Commission shall have jurisdiction over all matters related to pricing, rentals, fees, and product quality, including all matters related to the sale of school textbooks and the payment of tuition and monthly fees for private schools at all levels; matters related to installment sales, financing, and credit affecting consumers, including those related to agencies, public corporations, and government instrumentalities that provide direct services to the public; warranties on products and services, weights and measures, deceptive practices, advertising and publicity, consumer services and education; the analysis and review of all legislation concerning consumer affairs; the banking industry, the analysis of all legislation on banking matters, investment lending and financial institutions, both local, federal, and international, as well as all matters related to insurance, including the Insurance Code, except for those related to savings and credit cooperatives; and any matter delegated to it by the House of Representatives of Puerto Rico or its President.
