The Metro Region Commission shall have jurisdiction over all matters related to the socioeconomic development of Carolina, Trujillo Alto, San Juan, Cataño, Bayamón, Guaynabo, and Aguas Buenas; over all matters related to government programs that impact the municipalities under its jurisdiction; the legislative recommendations necessary to achieve solutions and ensure integrated and harmonious development within said jurisdiction; and the services provided by those municipal governments to their citizens.
Likewise, it shall have jurisdiction over all matters related to the investigation and accountability of all allocations of state and federal funds assigned to agencies and public corporations intended to directly impact or that affect municipalities under its jurisdiction; furthermore, over any other entity that receives public funds or incentives, whether through federal appropriations, municipal improvements, intergovernmental transfers, or specific budgetary allocations within its jurisdiction, whether for infrastructure, social welfare programs, community initiatives, among others that directly impact the populations of the municipalities under the Commission’s jurisdiction; the evaluation of the implementation of programs for which public funds were allocated; performance audits conducted on governmental and municipal programs that directly impact the populations under its jurisdiction, including those operating programs with federal funds, with an emphasis on field investigations and the summoning of regional directors of entities that implement such funds; and over any matter delegated to it by the Puerto Rico House of Representatives or its President.
