The Security Commission shall have jurisdiction over all matters related to security and public order; the strengthening of government efforts in law and order against violence, crime, and drug trafficking; the Department of Justice, the Puerto Rico Police Bureau, the Department of Corrections and Rehabilitation, the Institute of Forensic Sciences, and the components of those entities; matters concerning the Armed Forces of the United States of America, federal security bodies such as the U.S. Department of Homeland Security, the Federal Bureau of Investigation, and the National Security Administration, as well as state agencies such as various state police forces, among others; all legislation aimed at controlling and reducing crime and preventing criminal activity; the allocation of funds and resources for public safety programs and others that may have a direct impact on crime prevention; the formulation of public policy through legislation that ensures maximum physical security for urban and rural residents; plans, programming, public works, organization, and the provision of legally mandated services to the Puerto Rico National Guard, the Fire Department Bureau, the Emergency Management and Disaster Administration Bureau of Puerto Rico, and other government agencies that promote civil safety in emergency situations.
The Commission shall also have jurisdiction over all measures related to the promotion of science and technology, scientific research, the development of applications and emerging technologies, the aeronautics and aerospace industry, the artificial intelligence industry, biotechnology, and technological innovation for the benefit of the country and its impact on security; and over any matter delegated to it by the House of Representatives of Puerto Rico or its President.
