The Retirement System Commission shall have jurisdiction over any matter or legislation related to laws and studies concerning the operation of governmental retirement systems and the well-being of their beneficiaries; the necessary and appropriate legislation to improve the administration of such systems, to revitalize them, to strengthen and preserve their financial solvency, as well as all matters related to the benefits they offer, their participants, and their retirees; proposals concerning the retirement of public employees, the systems themselves, and their participants, whether as a group or individually; as well as participating in the oversight of the operation and solvency of public sector retirement funds; and over any matter delegated to it by the House of Representatives of Puerto Rico or its Speaker.
