The Transportation and Infrastructure Commission shall have jurisdiction over all matters related to the design, investigation, programming, construction, and use of highway and mass transit systems, whether by air, land, or sea; the functionality and performance of the Department of Transportation and Public Works, the Integrated Transportation Authority, the Highway and Transportation Authority, the Metropolitan Bus Authority, the Maritime Transportation Authority, the Ports Authority, and the Traffic Safety Commission; parking facilities and traffic on public roads; the safety of these systems and the legal easements related thereto; studies of new transportation methods; state public works and the legal easements related thereto; public roads in general; the strengthening of infrastructure through strategic projects in mass land transportation, rail, maritime, and air transportation; airports, docks, highways, and roads; and over any type of infrastructure of government agencies or public corporations. in addition to any matter delegated to him by the House of Representatives of Puerto Rico or its President.
